Professor Yuei‑An Liou is an internationally recognized scholar in remote sensing, GNSS meteorology, and eco‑environmental vulnerability assessment. With a strong foundation in electrical engineering and atmospheric sciences, he has devoted his career to advancing scientific knowledge and technological innovation in these critical fields.

Dr. Liou earned his B.S. in Electrical Engineering from National Sun Yat‑Sen University, Taiwan, followed by an M.S.E. in Electrical Engineering, an M.S. in Atmospheric and Space Sciences, and a Ph.D. in Electrical Engineering and Atmospheric, Oceanic, and Space Sciences from the University of Michigan, Ann Arbor.

As Chair Professor and Academician at National Central University (NCU), Taiwan, Dr. Liou holds appointments across multiple disciplines, including the Center for Space and Remote Sensing Research (CSRSR), Department of Space Science and Technology, Department of Business Administration, and Graduate College of Sustainability and Green Energy. He is the Founding President of the Taiwan Group on Earth Observations, Founding Chairman of the International Conference on Earth Observations and Societal Impacts, and the International Forum on Climate Extremes and Societal Resilience, as well as Honorary President of the Vietnamese Experts Association in Taiwan.

Throughout his distinguished career, Dr. Liou has held pivotal administrative leadership roles, shaping research and policy in earth observation and remote sensing: Executive Secretary for the establishment of Institute of Hydrological Sciences, NCU; Division Director in charge of Science and Development, National Space Organization (NSPO); Dean, College of Electrical Engineering & Computer Science, Chien Hsin University of Science & Technology; and President, Taiwan GIS Center, National Development Council think tank. Since 2025, he has been leading the Taiwan and Global Drought Investigation and Research Center (TGI/DroughtHub) at NCU, dedicated to integrating interdisciplinary research in climate science, hydrology, and geographic information technology. The DroughtHub aims to deepen understanding of the causes and impacts of droughts in Taiwan and worldwide, promote sustainable water resource management, and assist society and industries in enhancing resilience to climate change.

Dr. Liou’s scientific and academic achievements have earned him prestigious honors and accolades worldwide, including Foreign Member, A.M. Prokhorov Academy of Engineering Sciences; Member, International Academy of Astronautics; Fellow, The Institution of Engineering and Technology; Honorary Life Member, Korean Society of Remote Sensing; Recipient, Choen Kim Award, Korean Society of Remote Sensing; Crystal Achievement Award, Vietnam Academy of Science and Technology; and Listed among the World’s Top 2% Scientists, Stanford University.

A prolific researcher, Dr. Liou has published over 200 scientific articles, with an outstanding H-Index ranking across major academic databases. His expertise spans remote sensing, hydrometeorology (droughts and typhoons), GNSS meteorology, and eco-environmental vulnerability assessment, placing him among the top percentile of global scholars.

劉說安院士是國際知名的學者,專長於遙測、GNSS氣象及生態環境脆弱性評估。他以電機工程與大氣科學為基礎,長期致力於推動科學研究與技術創新,對全球永續發展具有深遠影響。

劉院士畢業於國立中山大學電機工程學系,並於美國密西根大學安娜堡分校取得電機工程碩士、太空與大氣科學碩士,以及電機工程與大氣、海洋及太空科學博士學位。

現任國立中央大學遙測講座教授暨院士,並兼任多個學術單位,包括太空及遙測研究中心、太空科學與工程學系、企業管理學系,以及永續綠能學院。他亦是台灣地球觀測學會創會會長、國際地球觀測與社會衝擊會議及國際氣候極端與社會韌性論壇創辦主席,並擔任台灣越南專家協會名譽會長。

劉院士在學術與行政領域皆有卓越貢獻,曾任中央大學水文科學研究所籌設執行秘書、國家太空中心科學與發展處處長、健行科技大學電機與資訊學院院長,以及國家發展委員會智庫台灣地理資訊中心主任。自2025年起,他領導中央大學「台灣暨全球乾旱調查研究中心」(TGI/DroughtHub),致力於整合氣候科學、水文學及地理資訊技術,深化乾旱成因與影響之研究,推動永續水資源管理,並協助社會與產業提升面對氣候變遷的韌性。

其科學成就獲得國際高度肯定,包括俄羅斯A.M. Prokhorov工程科學院外籍院士、國際宇航科學院院士、英國工程與技術學會會士、韓國遙測學會榮譽終身會員、韓國遙測學會Choen Kim獎得主、越南科學技術院水晶成就獎得主,並入選史丹佛大學「全球前2%頂尖科學家」。

劉院士已發表逾200篇學術論文,H‑Index表現卓越,研究領域涵蓋遙測、水文氣象(乾旱與颱風)、GNSS氣象及生態環境脆弱性評估,位居全球學者前列。
