Scholars from Hong Kong and Singapore Explore Frontiers of Semiconductor SiPhotonics and Exchange Insights on Technology Innovation Policies and Talent Development | 香港与新加坡学者共探半导体光学前沿 交流科技创新政策与人才发展经验

On February 5, 2026, during a visit to Singapore, Professor Chik Patrick Yue from the Hong Kong University of Science and Technology, along with his delegation, met with Dr. Lou Yunhe, Executive President of the Asia Pacific Science and Technology Association (APSTA), and Professor Lin Fujiang, Honorary Advisor to the association. Together, they visited the A*STAR Institute of Microelectronics (IME) in Singapore to exchange ideas on the development of semiconductor optics and photonics technologies, as well as the construction of a regional innovation ecosystem.

2026年2月5日,香港科技大学俞捷教授一行访问新加坡期间,与亚太科学技术协会(APSTA)执行会长娄芸鹤博士(Dr Lou Yunhe)及协会荣誉顾问林福江教授会面,并共同访问新加坡微电子研究所(A*STAR Institute of Microelectronics,简称IME),围绕半导体光学与光子学技术发展及区域创新生态建设展开交流。

This visit was initiated by Professor Chik Patrick Yue with the aim of gaining an in-depth understanding of Singapore’s research progress and industry-academia collaboration mechanisms in the field of semiconductor optics. At IME, Professor Yu and his delegation attended a thematic presentation by Principal Scientist Dr. Go Yuan titled “National Semiconductor Translation and Innovation Center—Advanced Optics & Photonics.” The presentation covered Singapore’s strategic planning, platform development, and innovation strategies in the relevant fields.

本次访问由俞捷教授发起,旨在深入了解新加坡在半导体光学领域的研究进展与产学研转化机制。在IME,俞捷教授一行听取了由首席科学家高原博士所作的专题报告,主题为“国家半导体转化与创新中心——先进光学与光子学”,内容涵盖新加坡在相关领域的技术布局、平台建设与创新策略。

会上,俞捷教授与IME部门主管Kafai Leung、首席科学家高原博士、Vishal Kulkarni、陈福栈博士等专家,以及陪同访问的林福江教授,就光学半导体技术趋势、跨学科合作模式及科研成果产业化路径进行了深入讨论。双方还特别就香港与新加坡在高科技人才引进、科研资助体系、产业激励政策等方面的制度设计与实践经验进行比较分析,探讨了两地在构建创新生态系统方面的互补空间与合作机遇。

During the meeting, Professor Yue engaged in in-depth discussions with IME experts, including Kafai Leung, Head of Department; Principal Scientist Dr. Go Yuan; and Vishal Kulkarni, Principal Scientist, Dr Chen Fuzhan, as well as Professor Lin Fujiang, who accompanied the visit. The discussions focused on trends in optical semiconductor technology, interdisciplinary collaboration models, and pathways for the industrialization of research achievements. Both sides also conducted a comparative analysis of the institutional frameworks and practical experiences of Hong Kong and Singapore in areas such as high-tech talent recruitment, research funding systems, and industrial incentive policies, exploring complementary opportunities and potential cooperation in building innovation ecosystems.

Dr. Lou Yunhe remarked, “The Asia Pacific Science and Technology Association is delighted to support Professor Yue’s visit and facilitate this exchange platform. Both Hong Kong and Singapore are important hubs for scientific and technological innovation in Asia. Such dialogues contribute to mutual learning and collaborative development in cutting-edge fields such as optoelectronics.” Professor Lin Fujiang also shared his observations on the ecosystem for research translation from the perspective of integrating academia and industry.

娄芸鹤博士表示:“亚太科学技术协会很高兴能配合俞捷教授此次访问,搭建交流平台。香港与新加坡都是亚洲重要的科创中心,这样的对话有助于促进双方在光电等前沿领域的相互学习与协同发展。”林福江教授也从学术与产业结合的角度,分享了对于科研转化生态建设的观察。

Professor Yue expressed high recognition of IME’s research capabilities and Singapore’s systematic technology policies, stating, “This visit has laid an important foundation for future cooperation between Hong Kong and Singapore in the field of semiconductor optics. We look forward to further exploring opportunities in research collaboration, personnel exchanges, and joint innovation platform development.”

俞捷教授对IME的研究实力与新加坡的系统性科技政策表示高度认可,并指出:“此次访问为香港与新加坡在半导体光学领域的未来合作提供了重要基础。期待双方能在科研合作、人员交流及创新平台共建等方面进一步探索。”

This meeting and visit reflect the spontaneous willingness for cooperation between academia and research institutions and have created a positive starting point for deepening technological interaction and promoting the integration of regional innovation networks between the two regions.

此次会晤与访问,体现了学术界与科研机构之间自发的合作意愿,也为两地深化科技互动、促进区域创新网络融合创造了积极开端。
